I would suggest calling animal control or a local animal rescue organization to report the situation and get the puppy to a safe place.

If you are able to safely approach the man, you can try to talk to him about the importance of being kind to animals and the value of finding the puppy a loving home.

It is never okay to hurt or abandon animals, and this puppy deserves a chance to find a loving forever home.
